UK packaging EPR (pEPR) compliance for ecommerce brands
Last reviewed: 13 October 2026
UK packaging Extended Producer Responsibility (pEPR) makes organisations that supply packaging pay for it to be collected and recycled. A UK organisation is in scope if its annual turnover is over £1 million and it supplies or imports more than 25 tonnes of packaging a year. Above £2 million and 50 tonnes it is a large producer, reporting every six months and paying fees. For overseas brands, the obligation usually sits with the UK importer or the online marketplace. Lantara works out who is obligated in your supply chain and handles the data and registration.
Are you in scope?
| Size | Test (UK organisation) | What you must do |
|---|---|---|
| Below threshold | Turnover of £1 million or less, or 25 tonnes of packaging or less | No pEPR obligations. |
| Small producer | Turnover over £1 million and 25 to 50 tonnes, or turnover of £1 million to £2 million and more than 25 tonnes | Record and report packaging data. |
| Large producer | Turnover of £2 million or more and more than 50 tonnes | Report data every six months, and pay waste management fees, scheme administrator costs and a registration charge. Recycling obligations may also apply. |
Packaging counts at every level: primary (the box your product comes in), secondary (outer cartons) and tertiary (pallets and shipping materials).
Who is responsible if you are based outside the UK?
pEPR obligations fall on UK organisations. If you are an overseas brand, the obligation for your packaging usually sits with:
- the UK business that imports your packaged goods, if it meets the thresholds;
- the online marketplace you sell through, which carries obligations for packaging supplied by non-UK sellers on its platform; or
- your own UK entity, if you have one and it meets the thresholds.
Which applies depends on how your goods reach UK customers. Getting this right matters: it decides who registers, who reports and who pays.
